    This article discusses issues related to the federal Pets Evacuation and Transportation Standards Act of 2006 (PETS Act), which was signed into law in the aftermath of Hurricane Katrina. Issues discussed in this article include: Various problems concerning animal evacuations and sheltering that Hurricane Katrina brought to light; Provisions of the PETS Act and related laws and policies which were developed in response to the tragedies brought about by Hurricane Katrina; and Strengths and weaknesses of the PETS Act and recommends next steps to improve implementation of the PETS Act

    The impact on incentives of five years of social security reform in the UK

    The UK's Labour Government has expanded means-testing of social security but attempted to do so while minimising the disincentive effects typically associated with such an approach. We test whether it has succeeded by reviewing the effect of 5 years of reforms on a range of incentives across the British population, undertaking micro-simulations on survey data. The incentive to enter work increases for the first earner in families, but for second- earners in couples the incentive to work has generally been dulled. Effective marginal tax rates have generally increased for workers, in spite of reductions in benefit withdrawal rates, owing to the increasing numbers facing means-tested benefit withdrawal. Reforms have reduced the number of pensioners facing very high effective marginal rates, but increased the number on moderately high rates. Incentives regarding family life have been affected: partnering has become less financially attractive for low-income individuals; having children has become more financially attractive.

    Six months prior to shipment of the Broadband X-ray Telescope to the Kennedy Space Center for flight aboard the Space Shuttle Columbia, a major system failure occurred. During modal survey testing of the telescope's gimbal pointing system, the roll axis brake unexpectedly released. Low level vibration and static preloads present during the modal survey were within the expected flight environment. Brake release during shuttle liftoff or ascent was an unacceptable risk to mission success; thus, a Brake Lock Mechanism (BLM) was developed

    Five years of social security reforms in the UK

    The current Labour Government was elected in 1997 with few specific social security proposals. This paper argues that after five years, consistent trends in social security policy have emerged: there is a willingness to increase benefits; a “work-first” focus; increasing centrality for benefits that relate to ‘need’, which has involved expanded means-testing; a downgrading of contributory benefits; and, a desire to reduce poverty by redistributing to particular demographic groups. Many of these characteristics of Labour policy, such as the size of caseloads or aggregate expenditure, are yet to show up in various aggregate data, and we argue that this is probably due to various counter-balancing socio-economic changes since 1997. Looking forward, we discuss what the introduction of new forms of means-test might achieve. We also suggest that it might be considered odd that Labour has left Housing Benefit and Council Tax Benefit unreformed, especially since a good chance to reform them without significant cost or low-income losers, has been missed.

    The impetus of the Viking Mission to Mars led to the first miniaturization of a X-ray Fluorescence Spectrometer (XRFS). Two units were flown on the Viking Mission and successfully operated for two years analyzing the elemental composition of the Martian soil. Under a Bureau of Mines/NASA Technology Utilization project, this XRFS design was utilized to produce a battery powered, portable unit for elemental analysis of geological samples. This paper will detail design improvements and additional sampling capabilities that were incorporated into a second generation portable XRFS that was funded by the EPA/NASA Technology Utilization project. The unit, Environment Monitoring with Portable Analysis by X-ray (EMPAX), was developed specifically for quantitative determination of the need of EPA and and any industry affected by environmental concerns, the EMPAX fulfills a critical need to provide on-site, real-time analysis of toxic metal contamination. A patent was issued on EMPAX, but a commercial manufacturer is still being sought

    New radiocarbon dates from the Bapot-1 site in Saipan and Neolithic dispersal by stratified diffusion

    The colonisation of the Mariana Islands in Western Micronesia is likely to represent an early ocean dispersal of more than 2000 km. Establishing the date of human arrival in the archipelago is important for modelling Neolithic expansion in Island Southeast Asia and the Pacific, particularly the role of long-distance dispersals. This paper presents new Âč⁎C results and a ΔR estimate from the Bapot-1 site on Saipan Island, which indicate human arrival at ca. 3400-3200 cal. BP. Archaeological chronologies of long-distance dispersal to Western Micronesia and the Lapita expansion (Bismarcks to Samoa) show that the Neolithic dispersal rate was increasing during the period ca. 3400-2900 cal. BP. The range-versus-time relationship is similar to stratified diffusion whereby a period of relatively slow expansion is succeeded by long-distance movement. An increase in new colonies created by long-distance migrants results in accelerating range expansion

    Complete and Scalable Multi-Robot Planning in Tunnel Environments

    This paper addresses the challenging problem of finding collision-free trajectories for many robots moving to individual goals within a common environment. Most popular algorithms for multi-robot planning manage the complexity of the problem by planning trajectories for robots sequentially; such decoupled methods may fail to find a solution even if one exists. In contrast, this paper describes a multi-phase approach to the planning problem that guarantees a solution by creating and maintaining obstacle-free paths through the environment as required for each robot to reach its goal. Using a topological graph and spanning tree representation of a tunnel or corridor environment, the multi-phase planner is capable of planning trajectories for up to r = L-1 robots, where the spanning tree includes L leaves. Monte Carlo simulations in a large environment with varying number of robots demonstrate that the algorithm can solve planning problems requiring complex coordination of many robots that cannot be solved with a decoupled approach, and is scalable with complexity linear in the number of robots
